If you don't get money from the chain of command in Al Qaeda, and you aren't planning with them, and you are basically "starting up your own franchise"- then you are (imo) an Al Qaeda copycat, rather than Al Qaeda proper. Why does it matter? Because of the inefficiency of copycats, and their lack of resources, If they don't have much money, and much know how, they are not as dangerous. To label them as actual Al Qaeda could mean we devoted inordinate resources to them- when the groups you really want to go after are the big ones funded by the Saudis. While the little wannabes can do damage, I think what we need to focus on are the big groups.
