I think there are Al Qaeda, and then there are copycats. I think it misleads the public, and will eventually make them even less trusting of government, if you call everything Al Qaeda.

If you had a serial killer- like the zodiac- and someone else started killing people in the same way, but you knew this person wasn't affiliated, presumably you wouldn't call that new killer the zodiac as well. You'd call him a copycat, or you'd give him a new name. Bush has, in the opinion of the American people, so misled them on so many things, I think he cannot afford to mess up anything else- and especially not something important. I think we need to have a will to go after the big organizations first, and poor labeling (imo) hinders that- because a lack of clarity in speech, leads the lack of clarity in action- and I would prefer to see clear action.
