That's over 67% of the bill. Should be under welfare instead of ag.

Then you have 10% going for energy projects and such and another 10% for conservation.

Plus tobacco. In Kentucky land that is licenced to grow tobacco is worth 10 times as much as other farm land in the state. State gives you the plants and the feds pay you to plow them under.
