Try to imagine American cities suddenly with no police!

I don't think most would fall into anarchy so quickly. Americans have a strong internal tradition of law and order. My guess is that most American cities have petty criminals, they are just going to steal more stuff and deal more drugs.

But cities with strong organized gangs or mafias could move quickly to fill the void. And fascist police states like Saddam's tend to deal with criminals by coopting them or hiring them outright, so there was plenty of gang material available.
