You can say Saddam was toothless but he was more than strong enough to take Kuwait and SA. Even at his best, and with our help, the best Saddam could do was fight Iraq to a draw. Iran is a much stronger country than SA or Kuwait. Our troops in Iraq are a far better AQ recruiting tool than the troops in SA ever were. OBL gave the US troop presence in SA top billing in his list of reasons justifying the fatwa issued in 1998. The sanctions on Iraq were another key complaint. Sure our presence in Iraq draws AQ types to Iraq, but wherever we went that would happen.
