She clearly implied that it was something to do, but not in the first year with no preconditions, but it would be considered later if it did not occur in the first year. You need to have the poll question to know what the responses mean. Clinton's answer gets better and better. If those leaders want to meet with her in year 1, there will be preconditions. She, in very few words, skillfully prenegotiated those potential meetings. Obama, OTOH, gave it away without knowing he did.
