<Who writes all those ROE's? The lawyers or the generals? And who approves them?

When did we start making rules that are very tough to deal with in a heated battle, and when did we decide to make them so tough, we not only can't win, but we are wasting manpower, lives, as well as billions of dollars of weapons....?>

I remember countless EOE exercises while on station in the gulf. My own personal opinion is that who ever writes them, their goal was to be insure that what ever happened they could pass the buck.

The when is easy to define.
It all began when we stopped promoting real fighting generals to the upper echelons of command.

Some of our 4 star Army generals are so sissified, I'm beginning to think they initiated and sustain don't ask - don't tell for self-defense.

Beginning in 10 minutes, C-Span is supposed to broadcast the Tillman hearing. If so, you can watch a few of them do their version of theatrical ballet then.
