Complete and utter nonsense. We surrounded them because of AQ/Taliban on one side who had just attacked us, and Saddam who Bush had a fetish about. Both sides were hostile to Iran, and Iran was hostile to them. Repeat: Iran is surrounded by America because of two groups, both hostile to Iran, which America (or at least some Americans in one case) considered a threat.
