This is certainly more than "clerks". I would of course presume there are standing orders ensuring each and every one of those weapons was logged in trackable so we know where they went, and when we recapture them we can find out who is supposed to have them.

But, sadly, the Pentagon has already admitted that such a standing order, while a good idea, never was in the original plan because they did not assume our "allies" might use the weapons for other than the purposes we intended. Another example of neocon (and friends) rose-colored glasses.

From the leadership on down, they don't get it!
