After my post to you I checked for links between the case and "PVC pipe", and found the Stratfor report claiming the arrested guys had material for amateur rocketry...

If the Stratfor report is accurate, I think this case just got a lot more interesting. It turns out that the BATFE is very worried about amateur rocketry in the USA, and they have a good reason to be concerned. The Qassam rockets used by Hamas to shell Israel are reportedly propelled by the same potassium-nitrate/sugar fuel used in amateur rocketry...

The Qassam-class (or Kassam) short-range missile was developed by the Hamas terrorist organization with the aid of Iran, Hizballah, and the Palestinian Authority. The Qassam is fueled by a mixture of potassium nitrate and sugar (solid propellant). Qassam missiles are manufactured and deployed primarily in the Gaza Strip; however, the IDF has seized Qassam missiles in Palestinian areas of the West Bank.
