He is trying to draw an analogy between the US and the decline Roman Empire. After Rome peaked, there was the long slide into decadence and decline, and many believe the US is following the same path. Unfortunately, the bulk of this argument is based on attempts to smear democracy in the US by many Europeans in the 1800s. It was popular to ridicule democracy by pointing out how Rome started to decline when the populace realized they could vote themselves "bread and circuses".

Of course, the decline didn't start until well after the last vestiges of the old Republic had vanished. Additionally, the average Roman in the street never had the vote. So there never was a chance to vote for those items at the expense of the Empire.

Those Europeans couldn't lay the blame for the decline of Rome at the feet of the Emperors, that was too close to blaming the monarchy system. And they couldn't lay the blame at the feet of the real culprits, it was too complex to explain quickly. The equivalent of the "sound bite" has a longer history than many are willing to admit. So, in the long spirit of politics, they picked the equivalent of the newly hired copy clerk to shoulder the blame...

"We didn't order the shredding of the documents/deleting of the emails, it was those loose cannons in the copy/IT department. We fired them to fix the problem. We don't want to talk about old news anymore.".

Ted, CJ has it right to an extent.

My view is a little less "nuanced" than that, however. From the point of view of an immigrant kid, I have seen first-hand the difference between 1st generation immigrants, who work their asses off to make a future here, and their kids and/or grandkids, who don't give a damn and can't appreciate what they have and what was sacrificed to achieve it.

The image of the ungrateful kids to me is a reflection of post-modern society. Combine that with the notion of "There is no truth, except the truth that there is no truth," and you'll end up with a society without direction or purpose.
