I thought you said investors paid for power plants?

There is a chicken and egg situation with solar. Admittedly the technology needs to get more efficient (and that seems that has been achieved, at least in the lab; it's an evolution). But the other part is you need scale, and you probably can't get scale without social incentives. Just as they have had huge incentives in the traditional electric market over the years.

So yes, balance is needed.
