So why don't the people of Gaza, who have no "land" issue with Israel, stop using their weaponry against Israel? Why do they continue to spendd their time launching home-made rockets into nearby Israeli towns rather than building their economy? It seems Gaza is a good test of what are the Palestinian desires. That is one good question. Here's another: if, as they sometimes say, the Palestinians desire a Palestinian state in the West Bank and Gaza, what has prevented them from declaring one in the years since 1994? Arafat even said he was going to do this several times, but never did. It is true that final borders have not been successfully negotiated, but that would not prevent the Palestinian Authority from declaring their state in all of the West Bank and Gaza with Jerusalem as their capital. This would turn their dispute with Israel into what it is so often claimed to be, a border dispute. There can hardly be any doubt that the new state of Palestine would be instantly recognized as a legitimate country by the UN and most of the countries in the world.

So why didn't they do it?
