How much more disingenuous can one get?!? Why are the slums in Gaza and the WB considered to be among the worst on the planet?!? By your own admission, the PA leadership is rife with corruption to the point where the people for whom this aid is intended see little or none of it. They endure days on end without water or electricity in 110 degree heat, watch while an occupying power build settlements on their land....oh yeah, not to mention the odd helicopter gunship or bulldozer ploughing down or blowing up their homes.

You can sit in your nice air conditioned home in quaint Vermont and smugly ask how can they be desperate?!?

I would characterize the Pals situation as hopeless. It's not much a stretch from hopeless to suicide bomber..
