They don't? People can go to the Liquor Store and buy whatever they please. In some states, they can buy it at their local grocery or drug store. So if drugs are legalized, how would anyone get them if not buying them at State stores, or with State permission.

I thought the intent of legalizing drugs, would be to get rid of the middle man and/or the criminal element.

Tell me what you forsee the plan would be if they are legal. And where people would buy them. And what would the penalties be for the bad behaviors and/or criminal activities that will happen when the 1 in 10 becomes addicted to them?

I don't think anyone envisions being able to pop down the the local 7/11 for a rock of crack whenever they want.....
