GWB is obviously not comfortable with public speaking....that is not an indictment on his IQ level.....I know many lawyers who have made horrific gaffes in front of a judge.....it does make them any less intelligent...some people are good public speakers and some are not...

Edit: BTW, I have seen several excellent public speaking events by Bush....
