Isn't it the traditional source of the phrase "divide and conquer"?

I thought divide and conquer was based on the early British tactic of pitting one ethnic/religious group of people against another even as they were conquering the world. It remains a tool in our own kitbag of war fighting strategies.

I don't recall Caesar pitting the Belgians against the French. I believe his own troops did the slaughtering. And divide and conquer does not always work. Napoleon and Hitler being two prime examples of that.
