I think the *greater* part of any 'cost' is in letting him find SAFE REFUGE.

(It completely obliterates the principle of the "Bush Doctrine" which held that States which sponsor or succor terrorists are to be held equally RESPONSIBLE for the actions of those terrorists.)

If BUSH HIMSELF won't even follow his 'doctrine' anymore... then it is torn up and gone, (& that is how history will record it).
