There are options, as you just mention, and to exclude everything but the two extremes forces a limited and unnecessarily dichotomous choice, imo.

In his statements yesterday, Petraeus said that he has to think "contingently", and that he has some idea what things may look like up to around March. After that all bets are off. This is an impressive admission. After all, who anticipated al Anbar?

Two other possibilities Nadine excluded are a soft partition, and a strong diplomatic effort by a new administration with the surrounding areas who see the benefit of stability. One of the reasons so many have lost faith in Bush, is that he has resisted other options. Some see courageous commitment, others see stubborn blindered behavior.
