It's sounding like Bush is going to spill the beans tonight about maybe some sort of permament agreement with Iraq... in a sense adopting them (think Guam, Puerto Rico). For those paying attention to the bases being built and the world's largest embassy, this isn't a surprise, but it may be to the American people.

'Traditional' Republicans should hate this... let's see how the current crop reacts.
