Not a surprise.

Pushing for regulation can mean they get to influence exactly what is regulated and how, rather than having it imposed on them over their objections.

Also large businesses can benefit from regulation because they can handle the costs of dealing with it much better than upstart competitors, and they can also lobby the government to distort it in their favor against either domestic or foreign competition.
