Greenspan avoided to directly address the quagmire:

-One cannot save in distrought times. Now it is not the time to cut back on negative taxes, otherwise this will definitely contribute to the coming recession.
-The only other choice is a stagflation experiment which you roughly pointed out. Low rates in order to keep the music playing because...the economy needs a much higher monetary base. The other shalleth pay (be it other countries or future generations).

He essentially said that the unparalleled deficit spending occured earlier in the 2000s based on flawed assumptions. And that this spending probably occured to buy into a questionably presidency.
