New Yorkers are unhelpful for precisely the same reason they have a high per capita income. Busy busy busy.

Not to mention the fact that they are constantly bombarded by scammers, bums, and others looking for a handout. And the crazies.

You gotta be tough in downtown Manhattan.

They'd have had better luck in DC or Chicago.

I lost my wallet Sunday night in DC and got it back by lunchtime Monday, everything still in it.
