Do you mean a fee for buying ADRs one can buy online or actual, foreign shares? If ADRs (e.g. KPELY, SSL), Schwab does not charge anything extra when one buys or sells. Schwab does, however, make some minimal charge for holding an ADR in one's account which is normally taken each year when the stock pays it's dividend.

What are you buying. I use TDAmeritrade and I have never been charged a fee like that and most of my portfolio is foreign stuff though are listed here, funds etc. I have PGH, HTE, FAX, BHP, TEVA, ESD, WTSHF, etc and no charges thus far.

Are you holding actual shares on a foreign exchange instead of ADRs or foreign stocks listed on our exchanges?
