If it helped the economy, why did it take so long for the economy to exceed the peak before the recession? Since WWII, the time for the economy to recover to pre-recession highs has been 6 to 18 months. This last one took closer to 6 years.

If the tax cut was such a big boost, why did that happen?

You distort it by mixing cost and benefit. Just because the cost of employer paid health care went up it doesn't mean the employee benefited. In fact his actual benefits were probably cut on average.
