Axelrod doesn't give the reason. Here's several possible reasons that seem rather obvious.

FIRST: Axelrod doesn't want Obama to add flames to a negative opinion of Hillary for the 2008 General Election, if Hillary is the nominee. Obama's negative words and ideas would be thrown back at Hilary and Obama if Hilary is the Presidential nominee and Obama is the Vice President Nominee in 2008.

SECOND: Obama is keeping his options open. Would Obama accept VP----of course he would. The DNC and Hillary know that Obama would bring strength to the 2008 General Election Democrat ticket. Obama could possibly be the factor that would give Hillary the President's slot she so desires.

THIRD: If Obama should get the nomination and Hillary and Bill demand the Vice President slot---------then Obama would not want to be in the position of having a VP running mate that he had criticized severely.
