That sounds like a convenient argument to seize on to oppose the US projecting power to protect people from abuse. It would have excluded us from assisting in Serbia and Kosovo. It excludes us from protecting the African Christians in Darfur from muslim massacre. It would have kept us out of WW I and both theaters of war in WW II. It is an argument that a xenophobe might make to justify us not helping anyone. For that matter it would keep us out of the downtowns of many major cities in the US.
