We weren't "paying as you go" when Bush gave you your tax CUT. Bush ENDED the "PAYGO budgeting" Clinton had been employing.

You think the public will ever make these guys reign in spending when they don't have to pay taxes to support it? If the tax rate got adjusted each year based on spending... yeah a "surcharge", you can bet you would get your wish of lower spending.
