You think the public will ever make these guys reign in spending when they don't have to pay taxes to support it? If the tax rate got adjusted each year based on spending... yeah a "surcharge", you can bet you would get your wish of lower spending.

I think the biggest policy mistake Reagan made was to support taking a large number tax payers people of the tax rolls. This foolishness has continued through subsequent tax cuts (including Bush tax cut).

These actions have created a new class of citizens - non-taxpayers, who have zero stake in fiscal stability of the nation.

The result is that the percentage of people who want, and have a stake in fiscal stability is shrinking, as there are fewer and fewer people actually paying taxes.

I all for a tax increase to put everyone back on tax rolls, from the very first dollar person makes.

Of course this is more symbolic than revenue raising idea, since we all know that poor people have modest incomes, and the tax rate would certainly be low, but however modest their contribution, it would convert them from freeloaders back to being stake holders of this country.
