I believe under the Constitution it's called an "insurrection". We tried that already, and Mr. Lincoln established a precedent.

I'll dub it the "secede and bleed" precedent.

Last time I looked into this, I found exceptions in the P.C. ACT that allow the government to use the military in civil disturbances. Ike did it in Little Rock back in the 50s.
