Under WA law, the local assessor is required to tax the house based on the "true and fair value." That basically is market value. The computation is based on square footage, improvements, condition of the house, etc. Basically, it's the same process any appraiser goes through (say for a lender) in valuing the house. Basement goes into the equation - for example, we remodeled our basement, adding a family room, two bedrooms, a utility room and a full bath. You can bet it added to the value of the house for tax purposes.
