usually a finished basement doesn't count into value of assessment unless heated and used year round.. other wise they consider it a recreation room. I went through fighting the evaluations and appraisals in our area a few years ago. when i got to hearing board they admitted the appraiser double counted my living space a contempory he took sq ft and doubled it vs counting just a loft area. The basement i was told is not included in living space unless heated.

I think John is right. If not heated..........not counted.

I had a real estate license eons ago, but I don't remember what I learned in class re real estate taxes..........if anything.........since realtors don't get too involved in that.
