Come on, WHY do you think nature arranged the difference in puberty? the advantages higher IQs provide cut across gender and thus there is no evolutionary advantage to either men or women or to the entire human race as a whole from having women being saddled with lower IQs than men, particulary since research has shown that IQ is passed through to males by their mother.
