Every area is different and even some townships are different. I don't need a building permit unless I'm altering an exterior wall. I can do a total redo with and don't need a permit if I don't physically alter an exterior wall.

This is the little shack in Duluth, MN that sits right on the shore of Lake Superior but they donated it to the U of M:)
