Of course Stratfor manages to dodge the questions about pay levels which enable Blackwater etc. to pay 150 K or more to expericenced combat veterans, some US, some South African, etc.

It is a way of supplementing the forces on the ground without the political objections of sending more reserve/national guard troops.

Part of the reason the volunteer / reserve / national guard force structure was set up, post Desert Storm, was to make it DIFFICULT to engage in large scale ground war without massive public support, ie, the Powell Doctrine. The GWBush administration has found ways around this, obviously.

Oh, more than a few people voted to GWB because of "no nation building" and the expectation we would not get entangled in places like Bosnia, as the Clinton administration did.

Also, these organizations were set up outside of UCMJ and most of the command structure intentionally. Makes it easier to run an Operation Phoenix ;-)
