I think the opposite is true. An all volunteer armed forces has made it easier for the central government to engage in wars without bothering to obtain the consent of the nation's citizens.

Private forces like Blackwater is just an extension of this policy. Certainly if there were a public referendum on Iraq,the United States, Australia, or the UK, would not be there.
