hong kong may or may not be free by your standard, but it is freer than nz by global acclaim democracy at work on clock work, it is never too late, to witness any number of precedents around the globe, and so, how do you want to test the idea on whether time has ran out? i am OK either way, either it is not too late for Tibet and NZ or it is too late for Tibet and N.America. You choose, and I will contribute to the planning discussions here on SI.
