The Shah could not have been saved by Carter. Hard fact. deal with it. In fact the Shah's troubles went back to the 70's under Nixon and Ford. His problem was he and his elite were living like kings and ignboring the real needs of the vast majority of his people. So naturally there was resentment. He also had a brutal secret police force which cracked down hard. But if you use the stick and not the carrot it doesn't work. You have to use both. He didn't. That made him a tyrant. And just because he was pro-western doesn't mean he was worth saving, nor that he could have been saved. The USA has never had any real military options against Iran. We still don't. All we can do is bomb and that won't stop a street-level revolution.
