The premise assumes nothing else would be done in the interim before such a wake up call. If or when such a situation presents itself I expect many adjustments and accommodations would have been made "adjustments and accomodations"? that's certainly what the Euros and the Arabs and Russia would do, based on their performance to date. I think they are secretly hoping that the Israelis and the Americans will do the heavy lifting and make their problem go away. Then they show how morally pure they are by condemning the action.
