Divided government may be part of it, but its more than that. The Republicans in congress at the time where seriously in to controlling the growth of government.

Unfortunately it didn't take a long time for many of them to lose all ardor for the idea.

TOO BAD THE IRAQ WAR COSTS ARE NOT INCLUDED IN THE DEFICIT PICTURE-- SOMETHING ABOUT BEING SPECIAL--- ; INCLUDING THESE COSTS WOULD BE THE HONEST WAY TO REPORT THE DEFICIT, BUT THE WHITE HOUSE IS NOT HONEST.
