Yes, exactly.
One government appears incompetent on how to set taxes (thusfar unwilling to do the proper analysis and negotiate with the industry with justification) so they keep changing them causing market turmoil, while the US government doesn't even try to disguise their obvious corruption.

The US is in a position where it needs to greatly encourage investments in oil shale and other oil deposits in the US, but they don't bother to use this legislation to do that... just take this windfall and spend it anywhere; they don't give a rat's a$$ about the middle class or development of domestic resources.
