Did you deal in former USSR countries? corruption is rampant and all government officials are "middle men" charging up to 10% of the deal usually, criminals (or former KGB etc.)or on the way of being criminals - until recently half of the "business" people in Russia died of "business reasons" or in other words plainly killed by the other side. True they do not kill any more and you do not sign agreement with a gun to your head but you do go to jail or your property is ransacked if you do not walk the line of those in power.
