You started at 1958 but Iraq still had opportunities to develop into a democratic government. More than thirty countries shifted from authoritarian government to democratic countries after the fall of the Ottoman Empire. Iraq was ruled by the British Empire initially while other countries were developing autonomous self rule. Even so the Iraqi constitution of 1925 established Iraq as a constitutional monarchy, with a bicameral legislature consisting of an elected House of Representatives and an appointed Senate. The lower house was elected every four years. The first Parliament met in 1925. Ten general elections were held before the overthrow of the monarchy in 1958. From 1958 to 1968 a series of military regimes assumed power, 1968 enter Saddam.

Except under Saddam political action and movement has been the norm...
