Wages in Florida are not that low. Maybe average, or to put a negative spin on it "mediocre".

OTOH when the real estate was booming there (it isn't anymore but that doesn't mean assessments have gone down, or at least gone down as much, as the housing market has), mediocre wages may not have covered high housing prices, or other aspects of the rising cost of living very well.
