Citi ... expects ..... that its capital ratios .... by the end of the second quarter of 2008

And we're supposed to be reassured by this?

Let me try my interpretation: "given the staggering sub-prime related losses we have discovered and have yet to reveal, it would simply be over the top to cut the dividend at this time - but such a cut will likely be coming soon."
