I have never met a baker or chef who was any good whose primary concern was to profit monetarily.

I find I only go back to bakers or chefs who have a passion for their final product.

Still I don't think that there fundamentally different from other humans.

I didn't mean to suggest otherwise. I was talking about the system and culture. There are mechanisms in place in the system to deter anomalies and cultural elements, such as risk aversion, that discourage anomalous behaviors in individuals.

To the extent they can advance by meeting politicians wishes, to the extent they are isolated from the politics, than the meeting the "cultural" expectations of their organization, which might not always match up with the actual needs of their "clients"

Accommodating politicians is a big problem and isolation from politics can also be one. But those are factors that affect higher level officials or whole organizations, not some faceless functionary who is tasked with dealing with Aunt Tillie's operation. As I said earlier, faceless functionaries, except in the case of the occasional crook or nut, go with the flow. The flow is to follow the established protocol with regard to Aunt Tillie's operation or anything else.
