The PA didn't exist until 1994, and it wasn't even hinted that parts of East Jerusalem might be returned until 2000. The East Jerusalemites had no pressing motivation to try to change their status until then.

OK, but why would a stateless Pal East Jerusalem refugee in 1967 prefer to remain a stateless refugee for 40 years rather than become an Israeli citizen of Pal heritage who could vote for a Pal mayor of Jerusalem, or somesuch thing? Why have any of them chosen never ending refugee status over citizenship (and the corresponding influence it would carry in the ballot box)?
