Buyouts are not consolidations, unless the subsequent entity is smaller than the sum of its parts. In almost every case you mentioned, the product is now bigger and controls larger total contracts from the defense budget. It's smart business to buy your competitor when the Dems are in power with the knowledge the defense business will certainly expand when the Repubs come back - and did it ever.

For every 5-cent base closure on US soil there has been a dollar buildup overseas, especially in former Soviet Bloc states. How much do those megabases in Iraq cost ? The Defense Dept. never had it so good, as far as budgets go.

Even your very last word negates your own premise. Some defense acquisitions are whittled down from absurd levels so that others can be pursued,. The Defense budget is larger than ever and that's all that counts, not the specifics on expenditures, and these are only the on-the-book expenses - there's much more.
