Zeus,

IMO, people that work for the government are not sucking off the public tit. They are mostly honest people doing honest work. They are earning their living providing a service. They just typically happen to be employed by inefficient, wasteful, and sometimes useless operations that would be more effective if they were run privately.

I am definitely guilty of working for a wasteful and inefficient operation. No doubt about that. In fact, it may be the only bookie operation on the planet that loses money. That tells you a lot about city and state government right there. But the people I work for and with are mostly decent fun loving people. I enjoy working with them a great deal and they earn a living.

The specific problem where I work is that the relationship between city and state government and NY racing is corrupt (mostly on the government side). If the system was privatized, it would do great, but the corrupt politicians on both sides won't allow that.
