Arun, you are misunderstanding. Buying a Green Card for $1 million "investment" is quite different from buying a tradable citizenship for $1 million.

A Green Card cannot be sold for a profit! What were the terms of the "investment". New Zealand has similar stupid laws too. Often, the scamsters do best, and have used the same money to do multiple "investments". The dopey bureaucrats keep trying to plug the loop-holes. As you pointed out, fake marriages are an easier way in.

But a tradable citizenship would solve all that muck. A marriage wouldn't get a free citizenship! Then people would marry for the right reasons, not to con some desperate local yokel long enough to get the free ticket.
